The USDA has begun the process of collecting information to create rules for the commercial production of industrial hemp.
The rules will include hemp production regulations, which will be regulated by both the federal authorities and representatives of state bodies and tribal indigenous peoples.
The ministry said the rules for states or tribes that grow hemp will include sections:• Land for planting.
• Testing.
• Efficient disposal of industrial waste from hemp plants and products.
• Compliance with law enforcement requirements.
• Annual inspections.
• The procedure for providing the necessary information in USDA.
• Confirmation that resources and personnel are available to carry out the above methods and procedures.
State and tribal authorities should not submit their plans for approval until the relevant regulations have been adopted. The law requires the USDA to complete the review of plans within 60 days of the entry into force of the Rules. The U.S. Department of Agriculture is also required to develop a production monitoring and regulation plan. hemp in those Native American states or tribes that do not have an approved state or tribal plan. The USDA's intention is to introduce rules by fall 2019. and that they may be used in the planting season in 2020.
